Shigeki Morinobu

Doctor of Law
Mr. Morinobu was born in Hiroshima prefecture in 1950 and holds a doctorate in tax law. After graduating from the Faculty of Law at Kyoto University in 1973, he joined the Ministry of Finance. In 1998, he became director of the Coordination Division at the Tax Bureau; in 1999, Professor at the School of Law at Osaka University; in 2003, Director-General of Tokyo Customs; in 2004, Professor at Princeton University; and in 2005, President of the Ministry of Finance, Policy Research Institute. In 2006, he left the Ministry of Finance and is now a Professor at Chuo Law School, President of Japan Tax Institute (japantax.jp), Research Fellow at the Tokyo Foundation, visiting professor at the Faculty of Law at the University of Tokyo, and visiting scholar at Columbia Law School. His books include "Refundable tax credit", "Fundamental Tax Reform and Consumption Tax" (Okura Zaimu Kyokai) and "Nihonga Umarekawaru Zeisei Kaikaku (Tax Reforms to Regenerate Japan)" (Chuokoron-Shinsho Laclef).
